Johnson County staff review Prairie Trace Meadows fourth plat; planning, airport compatibility affirmed

Zoe Brown, a planner with the Johnson County Planning Department, told the Board of County Commissioners at an Feb. 13 agenda review that the Prairie Trace Meadows Fourth Plat is a final development plan and final plat in the City of Gardner within the one-mile airport review area for New Century AirCenter.
Brown said the subdivision would create 20 residential lots on approximately 4.28 acres at a density of about 4.1 units per acre, with proposed lot sizes ranging from about 6,000 to 15,000 square feet. The property is zoned RP-2 (plan two-family residential) and is surrounded by residential or vacant land. Portions of the proposed development lie in Safety Zone 6; Brown said residential uses are permitted in that zone and the proposed plat meets the airport compatibility criteria matrix.
Brown told the board that portions of the development are subject to Federal Aviation Administration review and that the applicant has submitted required notice to the FAA; she said an FAA determination must be completed before the city issues building permits. She also said the plat will note the airport‑influence area and that an affidavit of interest will be recorded to notify potential buyers of proximity to the airport.
Commissioner Allenbrand said the proposal "meets all the criteria," noting planning staff and the airport commission recommended approval. Commissioners Ashcraft and Brewer asked clarifying questions about water features, the potential for duplexes under the RP-2 zoning, and the notification recorded on the plat; Brown said the plans provided showed single-family houses but the zoning could allow duplexes, that no water features were part of this application, and that stormwater and any retention basins would be reviewed if and when preliminary and final plats are submitted.
No members of the public spoke about this item during the agenda review. Staff recommended the rezoning/plat proceed to the board's Feb. 20 business session where formal action can occur.
