Former city employee tells council he was terminated after reporting alleged violations, asks for review

A former city staff member addressed the Pecos City Council during public comment on Feb. 13, saying he was terminated after reporting wrongdoing and asking the council to review written documentation and recorded conversations.
“My name is Raymond Crowe. I'm formally employed with the city of Pecos as the employment recruiter for the city of Pecos,” he told the council. Crowe said he was terminated Feb. 4 “for reporting racism, corruption, and violations of both state and federal law” and that he provided administrators with documented evidence and audio recordings. He said he believed his termination constituted retaliation in violation of city and state whistleblower protections and that his final paycheck was delayed beyond the state’s statutory timeframe.
Crowe asked the council and mayor to review his documentation and recordings and to consider reinstatement with an apology. He said he had received contact from “dozens of city employees” who expressed support after his termination and provided his phone number and address for follow‑up. The council did not take action during the meeting but staff acknowledged the comment would be recorded and follow‑up would proceed through appropriate personnel and legal channels.
