Council reactivates Redevelopment Advisory Board, appoints members to review TIF and RDA projects

Reno City Council reconstituted the redevelopment agency advisory board, appointing a slate of local experts to review tax increment financing (TIF) requests, redevelopment capital projects and grant proposals as the agency resumes activity.
The Reno City Council on Feb. 12 reactivated the Redevelopment Agency Advisory Board and appointed nine members to begin reviewing redevelopment projects, TIF applications and the RDA capital improvement program.
Assistant City Manager Ashley Attorney told council the advisory board had been dormant since about 2017 and that recent redevelopment activity — including pending TIF applications — requires the board’s review under existing agency bylaws. The reenergized advisory board will provide recommendations to the Redevelopment Agency board and to council on capital priorities and grant proposals tied to the RDA program.
Appointments: the council appointed an initial slate of members with a mix of development, finance, nonprofit and neighborhood experience. Councilmembers noted a high caliber of applicants and asked staff to explore whether alternates could be added in future bylaws to improve quorum reliability.
Why it matters: several redevelopment applications are in circulation and cannot move forward until the advisory board completes its review, staff said. The board is intended as an early screening and review body to evaluate TIF requests, project eligibility and the redevelopment capital list before RDA board or council action.
Next steps: the advisory board will convene to review pending TIF and RDA items; staff said it will return with any bylaw changes council requests, such as creating alternates or clarifying scope.
