Commissioners approve FEMA resiliency grant application for new county building generator and accept veterans trust funding; several procurement items approved

Generator BRIC grant: Brian Bokey, director of the Department of Public Works, presented a FEMA Hazard Mitigation / Building Resilient Infrastructure and Communities grant application to replace and expand emergency backup generation at the County Office Building. Bokey said the current generator is about 20 years old and powers roughly one-third of the building’s critical systems. The proposed application was estimated in the meeting at $1,045,000 for equipment and installation; the grant requires a 25% county match (presented in the meeting as approximately $261,250). The board approved submission of the BRIC application and authorized acceptance of the funds if awarded.
Veterans shuttle grant: The Department of Veterans and Military Families sought acceptance of a $10,000 award from the Maryland Veterans Trust Fund to support the county veteran shuttle. Staff said the shuttle’s average monthly cost is just over $6,500; the board unanimously accepted the one‑time grant with no county match required.
Purchases and contracts: The board approved a single‑source purchase of four Gorman‑Rupp pumps and accessories for the Farm Museum and Courthouse Annex from EnviroRep Inc. for $241,070, citing long‑term service and parts history. Commissioners also approved continuing energy‑management controls services with Johnson Controls under the term contract (amount noted in procurement paperwork during the meeting as $222,510.50 to encumber for the remainder of FY25; a later motion referenced $2,222,510.50 in error — staff will reconcile the discrepancy). The board approved paying Chesapeake Employers Insurance $107,938 for workers’ compensation coverage for volunteer emergency-service associations and renewed a cloud‑storage contract with Motorola (CommandCentral Vault) for $117,547.50. All these procurement and acceptance actions were presented with budget authority and approved by the board.
