Residents Ask Gulf County Commission to Commit $50,000 Yearly for D. L. James Park Upgrades

Resident urged the Gulf County Commission on Oct. 12 to commit $50,000 a year to ongoing improvements at D. L. James Park, saying the park is “immaculate” and that new amenities are being used daily.

The speaker said the city and volunteers have contributed to recent upgrades and asked the commission to “commit to extend the $50,000 a year” so the city can immediately complete work such as back hedges, astroturf and nets. “We just need y’all to commit to that,” the resident said.

County staff described a cash-flow option if the commission wants to advance funds before a vendor is paid. A county staff member said the county could advance funds once the purchase contract and supporting documentation are provided and a cleared check or copy of the check is submitted. “We could advance you the funds with that documentation. And then as soon as you write them a check, you would need to send us a copy of the check and clear check,” the staff member said.

Speakers discussed the park’s field lights, with one resident urging purchase of higher-quality LED fixtures rather than the cheapest option so the lights last. The resident urged against “cheaping out” on lights because lower-quality fixtures had led to wasted spending elsewhere.

At least one speaker said $50,000 has been included in prior budgets; another referenced that some funds in the current year budget are GDC funds and are restricted. The staff member clarified that restricted funds have conditions and that the county could, where permissible, advance funds for short-term cash-flow needs but would require documentation tied to the purchase.

No formal motion or vote was recorded on the record to obligate the county to an annual appropriation during the meeting. Commissioners and staff discussed options for advancing or committing funds and potential coordination with the city and volunteer groups.
