The City of Casper Planning and Zoning Commission voted to recommend rezoning the property at 1138 West 11th Street from R-6 (manufactured home/mobile home park) to R-5 (mixed residential), a change that would allow the existing two-unit structure to be a legal, conforming duplex.
Staff told the commission that the existing 1,920-square-foot stick-built structure is currently a legal nonconforming use under the property’s R-6 zoning and that the proposed R-5 district would allow a duplex as a permitted use. "Applications have been made for a zone change of 1138 West Eleventh Street from R-6 to R-5," City staff member Craig said while summarizing the report and the property’s designation on the city’s Future Land Use map as Neighborhood 3.
The change, staff said, would allow the owner to convert the existing layout into two legally recognized housing units; the applicant said the owner had already remodeled the house as a duplex after purchasing it. "My Danielle had purchased this property a couple years ago and it had been remodeled and was remodeled as a duplex," said Inger Bredson, broker and property manager for the owner. She told commissioners the owner seeks two separate mailing addresses. Commissioners asked about parking; Bredson said each unit has a designated parking space and additional off-street parking remains available.
There were no public comments recorded on the case. After the discussion the commission moved to approve ZOC-749-2025; Commissioner Hutchinson moved the motion, Commissioner Eskew seconded, and the commission recorded unanimous approval from voting members. The staff report and the commission’s positive recommendation will be forwarded to the City Council for final action; staff told the applicant the council hearing will likely be scheduled about a month from now.
