The Winnebago County Board voted Feb. 13, 2025, to adopt a resolution authorizing a modification to the intergovernmental cooperation agreement between Winnebago County and the village of New Milford to extend a water main on Baxter Road between Interstate 39 and Harrisville Road.
John Sweeney, the board member who presented the Economic Development Committee item, said the modification complements county investments in industrial water supply along the I-39 corridor and “is basically an ability for the village of New Milford to charge their own hookup fees to have some revenue off of any future developments.” The resolution was moved by Mr. Sweeney and seconded by Mr. McCarthy. The board cast unanimous yes votes from members present and adopted the resolution.
No substantive floor debate followed the committee report; no board members registered opposition. The resolution’s stated effect in the committee report is to allow New Milford to collect hookup fees from future development served by the extended water main. The meeting record did not include the agreement’s text, specific cost estimates, or a timetable for construction.
