The Boyertown Area School District board discussed placing a request for proposals for a districtwide demographic enrollment study to inform capacity, redistricting and possible all-day kindergarten planning.
A staff member explained the draft RFP would request standard demographic services including birth-rate analysis, building-capacity projections and 10-year enrollment estimates. Trustees emphasized that the document as drafted lacked clear bid-evaluation criteria and did not require community engagement.
Board member Miss Nyman said she was concerned by several deficiencies and listed five areas for revision: absence of clear evaluation criteria, no explicit budget or funding-limitation guidance, lack of named data sources or access protocols for internal records, a vague time frame for completion and no community-engagement requirement. "I don't see any criteria for assessing the bids," Nyman said, asking how proposals with different styles would be compared.
Administration replied that the district would publish the scope and allow respondents to describe their data sources; evaluation criteria would be settled by the board. Trustees asked that the administration bring a revised RFP back to the March legislative meeting or to the board's next review so members could propose additional components.
No formal action was taken at the informational meeting; the board requested a redlined RFP and suggested administrators include sample evaluation criteria and a proposed timeline when they return.
