High Springs City Commissioners on Feb. 13 adopted Ordinance 2025-O-1, an amendment to the adopted fiscal year 2025 budget that records previously approved American Rescue Plan Act (ARPA) items, the sale of a fire truck and related vehicle purchases, and moves a Wild Spaces/Public Places project line into the parks master-plan account. The ordinance was approved on its second reading by a unanimous roll-call vote.
City Attorney read the ordinance title and recommended action at the meeting, saying, “The appropriate motion at the appropriate time is to pass ordinance 2025-O-1 as read by title only.” The commission then voted with Mayor Tristan Grunder and Commissioners Miller, Bloodsworth, Howell and White all voting “yes.”
The budget amendment was presented as a record of ARPA commitments the commission previously made and as an administrative update to align project accounting. City staff noted the finance director was absent because she was ill; staff said the parks master plan is in final draft form and that a remaining General Accounting/Administrative item (GAI) would be covered by moving the Wild Spaces/Public Places line into the parks master-plan project. The staff explanation stated that the ordinance includes sale proceeds from a retired fire truck and the purchase of replacement trucks.
There were no substantive public comments recorded on the ordinance. Commissioners asked only clarifying questions about the parks master plan’s timing; staff said the final draft is complete and the commission will “go over the last bit of it” before adoption.
Action: Ordinance 2025-O-1, second reading and adoption. Vote: Mayor Tristan Grunder — Yes; Vice Mayor Miller — Yes; Commissioner Bloodsworth — Yes; Commissioner Howell — Yes; Commissioner White — Yes. Outcome: approved.
