City advances resilience hub pilot in Avondale and opens warming center playbook

OES staff said resilience hubs combine services (food, medical support, senior programming), building and landscape improvements, and on-site power (solar and battery backup) to provide refuge and support during heat waves, cold snaps and power outages. Howard Miller, OES climate-resilience lead, said the concept aims to serve neighborhoods with heightened vulnerability and to be co-created with neighborhood residents and trusted community organizations.
