Lakewood City Council convened Feb. 3 and handled routine minutes, a ceremonial resolution and several pieces of pending capital legislation. The council approved minutes, adopted a Black History Month resolution and accepted NOPEC grant funding, while referring multiple bond/notes ordinances to committee for further review.
Votes and procedural outcomes (high‑level)
- Minutes: Council moved to approve minutes of prior meetings (Committee of the Whole and regular meetings) without the necessity of a reading; motions carried by voice vote.
- Agenda change: Council President Keppel moved, without objection, to place Item 11 (the Black History Month resolution) at the top of the agenda.
- Resolution — Black History Month (Res. 2025‑04): Council adopted a resolution designating February 2025 as Black History Month in Lakewood. Council members spoke in favor and the motion passed by voice vote. Multiple community speakers, including representatives of the Lakewood Black Caucus, addressed the meeting in support of the resolution and announced local events.
- NOPEC Energized Community Grant (communication and resolution): Planning Director Byington reported Lakewood received $157,800 through NOPEC’s energized community program and an additional $3,500 for community event sponsorship. - Bond/notes and capital ordinances (Items 3–10): Council suspended the rules to read ordinances 3–10 together and moved to defer these items to the finance committee for a scheduled finance meeting; the ordinances cover equipment leases and issuance of notes for refuse/recycling, street resurfacing, city facilities, water improvements, sidewalks and park improvements. - Other items: An appointment resolution (Council liaison to the Community Recreation Education Commission) was moved to postpone indefinitely; a liquor license application (Sacred Hour, 17514 Detroit Ave.) was deferred to the next meeting; reports (Lakewood Alive, Committee of the Whole oral report) were received and filed.
Context and next steps
Councilmembers and staff noted that the deferred bond and capital ordinances have already been referred to finance committee with an anticipated presentation from bond counsel and city finance staff. Council members requested advance distribution of materials and cost analyses prior to the finance meeting. Staff said they would furnish the elevator assessment and other consultant deliverables related to the City Hall space study to councilmembers.
