Parma City Council voted to adopt two ordinances authorizing the mayor or director of public service to enter into agreements with the Northeast Ohio Regional Sewer District (NEORSD) under the Member Community Infrastructure Grant (MCIP) program for the North and West Linden Lane septic abatement work.
Ordinance 21024 authorizes the city to accept NEORSD funding for design and construction of the North and West Linden Lane septic abatement project — Phase 1, from Bagley Road to Millerwood Lane. Council adopted the ordinance on a roll call vote after the item received its third reading.
Ordinance 21124 covers design-only costs for Phase 2 (North and West Linden Lane) and Phase 3 (Sprague Road from Bagley Road to Sprague Road) of the septic abatement project; council also adopted that ordinance on third reading. During council discussion, Councilwoman Lime asked whether residents would be required to pay for septic conversion work; a city official replied that the city typically imposes an assessment on residents but that assessments have been “pretty low” because of grant funding, and noted that 21124 at that time was a design-only authorization.
Both ordinances were presented under emergency declaration language and moved forward by council after the required readings and roll‑call votes.
Next steps: the administration and service department will proceed with NEORSD agreements for the project’s design and construction phases; resident assessments and final construction costs will be determined as grant and design work proceed.
