Reentry, GPS monitoring and GEO program recidivism reviewed by board
Summary

Reentry staff presented program statistics, electronic monitoring caseloads and in-prison reentry activity to the Lycoming County Prison Board.
The reentry report listed a total program population of 213 as of Feb. 10, with phase counts and a breakdown by sex. GPS and alcohol-monitoring services showed 30 active clients on equipment (including TAD alcohol-monitor units, GPS units and Home Guard units) and a cumulative intake number reported as 2,165. The in-prison reentry program reported 33 active participants as of Jan. 31 and 10 intakes completed in January 2025. The packet showed 12 participants in the program at discharge who received referrals or appointments and a list of resource referrals made.
Board members discussed the GEO program outcomes reported at a separate CJAB meeting. County staff said that John Hogan, described as a GEO area/district manager in the presentation, provided a three-year look-back showing a 9% recidivism rate for GEO program graduates compared with about 8% in a prior period. A member of the board compared that number to a Pennsylvania Department of Corrections three-year recidivism figure the member said he found online of 47.1% and asked staff to seek county-level follow-up statistics.
The reentry presenter said he would seek additional detail from GEO about the share of county residents who graduate and remain in-county after three years. No formal board action was taken; the report was presented for information and follow-up requests.
