Prison board hears January population, discipline and mental-health snapshot

County staff presented the January 2025 prison population, disciplinary and mental-health reports to the Lycoming County Prison Board.

The prison population report showed an average of 192.9 male inmates at the prison and 27.94 at the prerelease center for a combined daily average of 220.84; the monthly male peak was 234. For females, the prison carried an average of 22.23 and the prerelease center 5.77 for a combined average daily female population of 28 and a peak of 31. The meeting packet lists a system average daily population of 248.84 for the month; the packet also indicated there were no overcrowding transfers during the reporting period.

The disciplinary report for January noted 91 hearings: 63 resulted in guilty findings with lockup time imposed, 16 were guilty with lockup time suspended, and 12 were found not guilty. The report said 62 inmates had hearings during the month and 21 had more than one incident; nine informational reports were also generated.

The board received a mental-health snapshot dated Feb. 11 that classified inmates into rosters. On that day, of 279 inmates systemwide, 116 (41.58%) were roster A (no mental-health history), 48 (17.2%) roster B (past history, no active symptoms), 102 (36.56%) roster C (current mental-health issues) and 13 (4.66%) roster D (serious mental illness). The packet listed psychotropic-medication rates by location: at the prerelease center 31.34% of males and 57.14% of females on that day were receiving medications; at the prison 43.59% of males and 42.31% of females were on medication. The total percent of inmates on medication in the prison system was reported as 42.41%.

Board members did not take action on these items; they were presented for oversight and information.
