Stormwater mitigation consultants report possible archaeological finds; further investigation may be required

The borough’s stormwater mitigation project could require additional archaeological work after consultants found artifacts during site exploration, staff told council.
“They have found a few, what look to maybe be arrowheads, and pieces of pottery,” the borough manager said, noting that consultants will report the finds in a Phase 1 report to the Pennsylvania State Historic Preservation Office. Depending on that office’s determination, the borough may be required to perform a Phase 2 investigation involving targeted excavation around the findings.
Staff said most project funding is state (not federal) and that, to obtain a DEP permit (required because project work will discharge to the river), the State Historic Preservation Office must clear the permit for the project. Freezing weather and snow have slowed field work, but consultants were able to continue limited work during the recent warm spell.
No additional council action was taken at the meeting. Staff said they would continue coordination with the consultants and the State Historic Preservation Office and would report any required Phase 2 work and schedule implications back to council.
