Jessica Filler of the Bureau of Human Resources and Administration presented Senate Bill 65 A, a bill to authorize the sale of certain real estate in Pennington County (the former federal surplus property warehouse site adjacent to Ellsworth Air Force Base) and to deposit proceeds into the federal surplus property fund.
Filler said federal regulatory changes in 2024 eliminated the facility's access to federal surplus property distribution; because the site is no longer viable for that function, the state seeks authority to sell the property and deposit proceeds into the relevant fund.
Committee members moved and adopted a technical amendment (65 A) correcting the legal description and location from Rapid City to Box Elder. Representative Derby moved a dueโpass motion; the secretary called the roll and the bill passed committee on a roll call (recorded as 11 yeas, 0 nays, 7 excused). The bill was reported to the floor with a dueโpass recommendation.
