The Lorain County Board of Commissioners on Feb. 14 approved a bundle of administrative items, contracts, grants and settlements during its regular meeting. Below are key actions, as recorded at the meeting.

- Approve amendment with Raftelis (item 10) — $216,000 for regional wastewater feasibility and implementation activities. Outcome: Approved by recorded vote.
- Replace Elixir Rx Solutions with True Scripts for county health-care voucher payments (item 11 amendment to prior resolution). Outcome: Approved by recorded vote.
- Approve MOU with Fraternal Order of Police, Ohio Labor Council, to include probationary 9-1-1 employees in bargaining unit (item 12). Outcome: Approved.
- Amend Tyler Technologies agreement for 9-1-1 cloud technology (item 13). Outcome: Approved; amendment said to have no impact on fees.
- Approve payment to GenMet Construction for Lead Safe Ohio homeowner rehabilitation — $63,300 (item 14). Outcome: Approved (see separate article for discussion).
- Authorize subgrant with United Way of Greater Lorain County — $300,000 for TANF-eligible households (item 15). Outcome: Approved; effective retroactive to October 2024–September 2025; paid from TANF account.
- Authorize agreements and payments related to Sandstone Parkway Phase 2: • Establish responsibilities with Ohio Turnpike and Infrastructure Commission for permanent sanitary sewer location; county to pay administrative and permit fees and assume future operation and maintenance after inspection and acceptance (item 16). Outcome: Approved. • Project confirmation and consumer-aid payment to Columbia Gas for natural gas installation — $140,504 (item 18), funds from capital improvement account/TIF. Outcome: Approved.
- Approve interim agreement with Wallace Panzer Group for partial rehabilitation of the airport main apron — $39,924 (item 17). Outcome: Approved.
- Amend payment schedule with KS State Bank for a Volvo tandem plow truck — $54,338 (item 19). Outcome: Approved.
- Approve payment on a settlement with the Lorain County Budget Commission — $5,900 (prosecutor's item 20). Outcome: Approved. County officials said the payment resolved a claim arising from advertising/notice procedure issues.
- Approve payment to Aaron Knapp in settlement — $2,500 (Sheriff's item 21). Outcome: Approved. Commissioners discussed avoiding further litigation and noted policy improvements between the prosecutor and the sheriff.
- Approve personnel summary sheet and related personnel status change; board noted a staff member moved from consultant to temporary part-time status (personnel item). Outcome: Approved.
The commissioners also reviewed capital requisitions and miscellaneous bills, approved routine transfers, advances and travel, and heard brief updates on the strategic plan, dog kennel construction and the airport master plan. Several items prompted brief discussion but passed with unanimous aye votes at the meeting.
Record of key participants and staff who presented items included Commissioner Moore, Commissioner Gallagher, Commissioner Redell, Community Development staff (Garvin), the deputy administrator and county administrative staff. Public comment included an appointment announcement and an on-record citizen comment from Edwin Oliveras thanking the board for an appointment to the Lorain County Fair Housing Board.
