Carroll County schools plan major staff reallocations and cuts to meet Maryland blueprint fiscal rules

Superintendent Dr. McCabe presented a detailed two‑year plan Feb. 12 to meet fiscal compliance under Maryland's Blueprint for Maryland's Future, saying the district faces about a $44 million reallocation requirement that will force large changes in staffing, class sizes and course offerings.

The plan would reassign staff across schools using a new classroom staffing allocation standard and eliminate or repurpose positions across the school system. "Achieving fiscal compliance will bring tremendous change to how we staff and operate our schools," Dr. McCabe said, adding that the system has "the smallest central office and administration staffing in the state" and that many of the changes were unavoidable under current law.
