At its Feb. 13, 2025 meeting, the Decatur Architectural Review Board approved a COA for a limited standing‑seam metal roof replacement on a low-slope rear section of the house at 840 Jackson Street, owned by Ms. Harris, after staff and the contractor said historic clay tile matching the house’s field tile could not be sourced in sufficient quantity.
Staff explained the low-slope area (about 2-on-12 pitch) has multiple slipped or broken tiles and that attempts to lift and reset tiles would likely damage additional pieces because available matching tiles are scarce. Contractor Jay Spudgeman said the plan is to remove tiles from the low-sloped field, palletize them for the homeowner to retain for future repairs on steeper slopes, install ice-and-water shield beneath the new panels, and use transition trim to tie the metal into the adjacent valley and slopes. Spudgeman told the board, “We put ice and water underneath the low part,” describing the intended underlayment.
Board members noted the replacement area is on the rear portion of the house and largely not visible from the street; staff confirmed the work is the result of an insurance-approved repair. Members said the material choice is reasonable given the slope and lack of available matching tile. The motion to approve the metal standing‑seam panels for this limited low-slope area was made, seconded and approved on a voice vote.
The board asked that removed tiles be palletized for the homeowner and that the contractor inspect and repair any sheathing or rot revealed when the tiles are removed; the contractor confirmed some 1x boards will likely require replacement. The COA approval language includes a note limiting the metal replacement to the identified low-slope portion and cites the slope and material availability as the rationale for the exception.
Staff will issue the COA and the homeowner and building department will receive the approval documentation within the board’s standard mailing period.
