Board amends public-comment rules; bars members of the public from pulling consent items

The Lyon County School District Board on Wednesday approved changes to Board Policy BDD that restore broader public-comment options while removing a proposed allowance letting individual members of the public pull items from the consent agenda.
Trustee Bridget Peterson moved to keep the proposed additions allowing public comment at the start of meetings and on agenda items, and to strike any language permitting members of the public to request removal of consent-agenda items; Trustee Farr seconded. The motion passed 5–2.
Trustees said the change expands public access while protecting confidential information. “Those are both covered by FERPA and HIPAA and cannot be publicly discussed,” Trustee Farr said during debate, arguing that student disciplinary matters and immunization exemptions must remain out of public discussion. Farr recommended that the policy include an explicit exception for confidential information.
Trustee concerns and board direction: Several trustees said they supported bringing public comments forward to the beginning of the meeting so people with scheduling constraints can speak without staying through a long agenda. Trustee James Whistler said many speakers cannot prepare questions in advance and that offering public comment at various points can increase participation.
At the same time, trustees raised procedural worries: some members opposed letting the public “manipulate” the consent agenda by pulling items mid-meeting without giving staff time to respond. Trustee Peterson said trustees are elected representatives and urged members of the public to route questions through trustees when possible.
Next steps: Trustees approved the motion on the record as a first-reading revision, and staff and legal counsel will return the revised policy language at a future meeting for a formal adoption reading that includes clarified exceptions for confidential information and process language on how consent-agenda removals will be handled.
