Housing committee to draft omnibus bill with brownfields, ADUs, mobile-home protections ahead of house deadline

The Economic Development, Housing & General Affairs Committee said it will compile language for an omnibus housing bill and circulate a draft next week as it considers a broad set of measures ranging from additional brownfields funding to landlord-tenant changes and Act 250 reforms.

Committee Chair, Economic Development, Housing & General Affairs Committee, opened the discussion by saying the panel is collecting proposals from the administration and outside partners and aims to have a draft ready “beginning next week.” Cameron Wood, Office of Legislative Council, said the House has a bill deadline “next Friday,” which shapes the committee’s timeline.

The chair and staff described several priority areas the bill is expected to cover. They said the administration’s housing language will provide a foundation and committee members will add or revise elements. Among the items singled out in the meeting were:

- Brownfields funding: committee members discussed adding roughly $6,000,000 in new funding to speed cleanup and redevelopment of contaminated sites, with the chair saying yesterday’s meeting with agency staff produced “very constructive ways” to accelerate work.
