The dispute over where the item should be considered — Human Services, Admin or Executive — dominated the discussion. Chair and committee members clarified that tabling the item at Human Services does not prevent Admin from reviewing it; the normal process requires an item to be considered by each standing committee with jurisdiction. Members also discussed the practical effect of tabling versus postponing: tabling in this case removed the matter from the Human Services agenda unless reintroduced as a new item.
The committee recorded no immediate policy change; instead, members expect Admin to review the issue at its scheduled meeting and to organize an informational briefing for members who lack the full history. If Admin acts, the matter could return to Human Services and then to the Executive Committee under normal committee routing.
