Hays City Commission approves December 2024 financial report

The Hays City Commission on Feb. 13 approved the city's December 2024 financial report, accepting unaudited year-end totals and staff recommendations.
Kim Rupp, director of finance, told commissioners that revenues in December totaled $11,300,000 and noted several changes year over year, including a $330,000 increase in airport revenue tied to ARPA receipts and $285,600 in increased park improvement revenue. Rupp also said total water consumption ended 2024 up about 2 percent and that year-end transfers into capital reserves helped shore up the budget stabilization reserve.
Rupp emphasized the figures are unaudited. "Please remember that these are unaudited at this point," she said. She highlighted that total expenditures finished the year $281,000 under budget and that the unreserved general fund balance remains "a very strong $1,000,675." Commissioners discussed whether the 2% increase in water consumption represented growth or higher usage; staff said they would query account counts to clarify.
The motion to approve the December 2024 financial report was made by Commissioner Musil and seconded by Commissioner Barrack. The motion passed on a voice vote; commissioners present responded "aye."
