Committee frames sustainability guidelines and reviews municipal solar performance

Committee members welcomed the approach but urged staff to propose measurable goals (for example, energy or fuel use baselines and percentage reductions) at the next meeting. One member noted growth in water and sewer pumping can increase total energy use and suggested metrics exclude certain utility operations or use per‑facility/per‑square‑foot measures so they reflect efficiency improvements rather than absolute totals.
Kyla told the committee she will return with proposed metrics and annual reporting cadence; members suggested aligning a public review with Earth Day in April. Committee members also discussed outreach to Dane County’s sustainability office and resources such as Focus on Energy.
Separately, Kyla gave an update on the MSB building solar array. She said staff can now access a monitoring app that shows site energy production over the panels’ lifespan; staff reported the system has reduced CO2 emissions (staff reported a cumulative savings figure presented in the app) and that winter months show lower but still useful generation. Kyla said she will bring more detailed production and savings numbers at a later meeting.
