CRA board approves pilot property beautification program with cash awards and plaques

The Riviera Beach CRA board voted unanimously on Feb. 12 to adopt a pilot property beautification program that will recognize and incentivize residential and commercial property improvements within the CRA district.
Why it matters: CRA staff said the pilot is designed to enhance curb appeal, encourage reinvestment and boost community pride in target neighborhoods. The program is intended to dovetail with existing CRA rehabilitation and code‑enforcement efforts.
Program details: Nehemiah Spence, the CRA special project manager, presented the program timeline and judging criteria. Staff said applications will open April 1 and be accepted through May 30, with evaluations conducted June 1–30 and winners recognized at a July or August meeting. Qualifying locations include properties within the CRA district as well as Park Manor and Riviera Beach Heights as part of this pilot.
Awards: Residential awards are $500, $300 and $200 for first, second and third place, respectively, each with a commemorative plaque and yard sign. Commercial awards are plaques plus $500, $300 and $200 for first through third. Judging criteria include landscaping, maintenance, exterior painting, facade improvements, signage, lighting, overall curb appeal and cleanliness.
Board discussion and vote: Commissioners praised the concept as a low‑cost way to encourage neighborhood improvements; some commissioners suggested staff could have administrative authority to run the program without requiring board action on every award. Commissioner McCoy moved to adopt the program; the clerk’s roll call showed a 5‑0 vote (Commissioners Miller Anderson, Lanier, Spiritus, Vice Chair McCoy and Chair Lawson voting yes).
Next steps: Staff will finalize marketing materials and post application details online and in hard copy at the CRA office. The program is intended as a pilot with possible expansion to additional neighborhoods based on results.
