Finance committee chairman Jim Schieland reported to the Executive Committee that the local use tax "was down significantly last month" and that the committee is closely monitoring revenues. "There's really questions in regards to both of the local use tax and also the PPRT and how that formula is being done," Schieland said.
Schieland said the committee has tried to query state officials and staff but has encountered limited transparency. "Those formulas are kinda like a black hole," he said, adding that staff member Paul "called down there and tried to figure out" how the numbers are determined without receiving clear answers.
Schieland linked the revenue questions to the state's broader fiscal picture, asking whether the formula changes relate to a projected state deficit. The committee remains in a monitoring posture; Schieland said expenses are "running about where expected" but revenue uncertainty is the concern.
Schieland also reported two other finance items: an internal discussion about a possible change in "IRM or F contributions," described as still in the discussion phase, and an issue involving a contractor for medical services "at the at the veil," for which staff member Clay has proposed measures to reduce expenses. Schieland said staff (Jeremy and Clay) will continue working through details.
No formal action was taken; the finance committee will continue to track revenue trends and follow up on contracting and contribution items.
