Treasury reports general stability; use-tax payment shows anomalous dip under review

County finance staff reported the county's overall finances are largely in line with expectations, with revenues at about 91% of budgeted levels and expenditures near planned levels.
Treasury staff explained year-to-year revenue differences: a $100,000 permit in December FY23 that did not recur and timing shifts in state reimbursements for probation wages. Public-safety reimbursements from agreements with Paw Paw, Ashen and Franklin Grove contributed additional revenue, staff said.
Committee members pressed staff on a sharp drop in the state-calculated "use tax" payment for the November activity (paid in January). Treasury staff described the low January payment of $23,082 as an anomaly and said they reviewed the next month's posted payment for December activity (paid in February), which appeared to return to prior levels. The staff member said he had emailed contacts in Springfield to determine whether the November figure was a calculation error and characterized the November low payment as "an anomaly." He said online sales in November (the holiday season) would typically push the number higher.
Committee discussion also touched on the state's announced budget deficit and local concern that state revenue actions could affect county PPRT distributions. Staff said they are monitoring sales- and use-tax receipts closely and will follow up if further anomalies appear.
