Resident raises air-quality concern; staff to draft possible ordinance

During the City of Geneva Council meeting a resident, Jim Collin, raised a complaint about air quality from a nearby vented source that he said is located about 15 feet from his property and is causing indoor air problems.
"I'm Jim Collin," he said during the citizens portion. Collin described difficulty breathing from fumes entering his home and said the source vents close to his house: "because of the closeness of it 15 feet off the property line, because of the way it's it's hooked up and vented, and coming directly into my old leaky house there that I'm trying to fix up... I'm not able to breathe clean air," he said (verbatim as spoken in the meeting transcript).
Council members and staff acknowledged the complaint. City staff members referenced in the meeting — including Noel and Mr. Marquette — said they had looked at zoning and had not found an existing local code that would allow immediate enforcement. The transcript records that "Ms. Passerbelong will be presenting things, you know, possible ordinances for us," indicating staff plan to draft proposed ordinance language for council review.
Council staff advised Collin to follow up with staff directly for quicker updates; staff said they had already begun sharing information among relevant staff and would bring ordinance options back to the council. No formal enforcement action or ordinance was adopted at the meeting.
