Williamsport City Council on Feb. 13 appointed John Giacome as the city’s sewage enforcement officer (SEO) and Mike McClain as the alternate after the city received a notice from the Pennsylvania Department of Environmental Protection requiring an appointment.
Mr. Scott (city staff) said the city received the DEP notice on Jan. 21 and recommended the appointments. He said both candidates currently serve as SEOs in neighboring municipalities and would be available on an on-call basis. The council approved the resolution by roll call, 6-0.
Mr. Scott told council the proposed rate is $58 per hour, not to exceed $60 per hour. Council members asked how often the SEO would be used and who would pay the fees if the city needed to deploy the officers. Mr. Scott and other staff said use is expected to be low to nonexistent but noted fees would be paid from project funds if tied to a city project or from contracted-services accounts in public works.
Council members clarified that the SEO designation covers properties in the city limits, including private on-lot septic systems, and not only public properties. Mr. Scott confirmed the role is for any property in the city limits and that the appointees hold state SEO certification.
Council indicated they will monitor demand and consider internal certification if the workload grows. The resolution passed 6-0.
