What the contracts cover - CMA role: ETM will serve as the city's on-site representative and construction manager adviser to monitor contractor compliance with plans and specifications, test piles and review requests for information during construction.
- EOR role: Moffett & Nichols will provide engineering oversight as the engineer of record, including review of pile testing, post-construction engineering and technical support during construction.
Equipment and cost responsibilities Commissioners sought clarity on which costs would be charged to the CMA or included in contractor scope. Staff explained that certain equipment rental costs (for example, tiered heavy equipment used in pile installation) are not included in the CMA contract and were expected to be billed to the primary pier contractor (referred to in the record as "Tierra" or the contractor performing the work), not to the city-managed consultant contracts.
Why it matters: The CMA and EOR roles create on-site checks and testing requirements for pile installation and other critical construction milestones on the pier project. Commissioners emphasized the need for close oversight and testing to ensure installed piles meet design capacity and to protect the city against future claims.
Votes Both resolutions passed by roll-call votes (each 4-0). The CMA contract was approved by motion; the EOR contract was approved later in the meeting with a similar unanimous vote.
Next steps Engineering and construction management will be active during the pier construction, including pile testing, daily on-site oversight and periodic reporting to the commission. Staff noted that some equipment rental costs are excluded from the consultant contracts and that contractors will be required to comply with testing and geotechnical protocols.
