Board approves $174,922 plow truck; minutes of Jan. 14 approved with two abstentions

FRANKLIN — The City of Franklin Board of Public Works on Feb. 11 approved the purchase of a tandem-axle plow truck for $174,922 and approved the minutes of the board’s Jan. 14 meeting; the minutes vote included two abstentions.
The truck purchase was presented by Highway Superintendent Kevin Schleeder, who said the truck quote includes an optional foot-access panel to check fluids, an option Western Star recently introduced that adds $274 to the unit price. "Western Star now just came out with that option," Schleeder said, adding that without it staff would need to tip the hood and remove the plow and wing in winter to access fluids.
The board voted to approve the purchase after a motion from Ken Skoronski and a second from Board member David Wisnicki. The motion passed by voice vote; no roll-call tally was recorded in the transcript.
Schleeder explained the department chose a Western Star chassis because it — and the single-axle truck previously approved in the budget — can be built and delivered this year. He said International-brand chassis the city has used previously were unlikely to be delivered until 2027, and upcoming engine-model changes made taking earlier International deliveries less attractive. "International . . . won't even consider delivering anything to us till '27," Schleeder said.
The truck price fits the board's budget assumptions: Schleeder told the board that the total 2025 budget for the two trucks was $700,000 for chassis and outfitting, and that the current purchase is "well within that range."
Earlier in the meeting the board approved the minutes of its Jan. 14 meeting. Alderman Yousef Hassan moved to approve the minutes, seconded by Board member David Wisnicki. Clark Johnson and Commissioner Jonathan Webster stated they would abstain because they had been absent from the Jan. 14 meeting; the chair declared the motion carried.
