Peter Dunn presented an informational update on inclusionary zoning and the results of an economic feasibility analysis the city submitted to the state for MBTA communities compliance.
Dunn told the committee that many projects seeking planning approvals have requested time extensions and that several headwinds — rising construction costs, interest‑rate pressures and availability of lending — are affecting project timelines. He emphasized that inclusionary zoning itself is not singled out as the cause of project delays but is one factor among many that developers must account for. The Commonwealth accepted Worcester’s MBTA compliance and did not require changes to the city’s zoning ordinance.
Staff noted some entitled projects changed direction (examples discussed included Shrewsbury Street parcels that developers reconfigured for retail or were acquired by UMass for other uses) and that a state law (described as a permanent extension provision) grants two‑year extensions for certain entitlements and building permits, protecting previously‑granted approvals from immediate expiration. Dunn listed projects staff are working to advance and said the department expects several to proceed to construction in 2025 as financing and market conditions allow.
The committee voted to file the communication and asked staff to continue tracking feasibility and to report back as appropriate.
