Middletown officials say new middle‑high school project reconciled near budget; library committee forms

Town Administrator Sean Brown told the Middletown Town Council Monday that cost reconciliation for the new middle‑high school project is substantially complete and that the project is on schedule at the 60% design stage.
Brown said the town reconciled estimates from the project estimator, architects and the two general‑contractor estimates; the reconciliation showed a difference of “a little under a million dollars,” which he described as “not material” and said the project is effectively balanced at this design milestone. He told the council that 60% design means the design is largely finalized and the team will now prepare construction documents to go out to bid. Planning‑board preliminary plan review is scheduled for Feb. 26. The town has obtained FAA/airport permits, and stormwater and DOT permits are expected soon. The town is also reviewing proposals for a project‑labor‑agreement study and expected to award a contract on a future docket.
On the library project, Brown said the Library Board of Trustees appointed three public members—Don Morin, Carolyn Magnus and Rick Lombardi—to the library building committee and that the librarian was scheduling a kickoff meeting. The town will evaluate project‑manager proposals and intends to appoint someone to advance planning and design work. Brown also noted Ed Collins will begin Feb. 3 as the town’s new shared facilities manager to support both school and town projects.
Ending: With permits advancing and project management structures forming, town officials said they expect the school and library projects to move to the next procurement and permitting steps this winter and spring.
