Planning staff summarized the changes as renaming the existing zoning-district amendment process to an "adjudicative zoning district amendment," adding a "legislative zoning district amendment" for countywide or large-area changes, updating notice requirements for each pathway, and aligning similar language to the Casper Aquifer protection overlay zone. Staff recommended approval and incorporation of findings of fact and conclusions of law as set out in the staff report.
Commission discussion focused on clarifying language about whether an overlay—hange of requirements (not just boundaries) should be included in the legislative process and whether text amendments (changes to requirements within a zone) should be separately described. Commissioners and staff discussed notice requirements and the distinction between map amendments and text amendments; staff and county attorney input were cited for the final wording. No public comments were received during the 30-day public review period.
Following discussion and a public hearing, the commission moved to recommend approval to the Board of County Commissioners. The motion was seconded, and a roll-call vote recorded in the transcript shows ayes from Miss Henning, Miss Kilgorent, Mister Hinckley and Miss David (transcript labels): the motion carried.
Staff accepted a friendly amendment to replace references to "amendment" with "proposed amendment" in a few places and agreed to make other non-substantive wording changes before forwarding the package to the county commissioners.
