Commission approves GED subdivision (SD 4-24), a three-lot split on Oscar Road

The Albany County Planning and Zoning Commission voted to approve preliminary and final plat SD 4-24 (the GED subdivision) at its February 2025 meeting, allowing the three-lot division of a 10.78-acre parcel at 31 Oscar Road.

Staff reported the applicant submitted a complete preliminary and final plat package and recommended approval, adopting the staff analysis findings of fact and conclusions of law. The application states water service will be provided by 9 Mile Water and Sewer and that septic systems are proposed for each new lot; no new roads were proposed.

Applicant Monica Maronis spoke at the meeting and said she intended to subdivide the property to pass parcels to her three daughters: "I just want to get this subdivided. I like to grandfather it basically to my my 3 daughters." The commission heard technical questions from staff and neighbors; county engineer Dave Hammond summarized stormwater and foundation guidance and said builders should raise foundations: "the top of the concrete foundation could be a foot and 8 inches above that area." Neighbors present were acknowledged; one neighbor identified himself as adjacent to the parcel and said he had seen the applicant and called the relationship "pleasant neighbors." The commission also noted redactions on project documents after staff discovered a phishing attempt directed at planning contacts.

After discussion the commission moved to approve SD 4-24. A roll-call vote was recorded in the transcript as unanimous: Miss Kovarnick, Miss Henning, Miss Van David and Mr. Hinckley voted aye; the motion carried.

The approval adopts the staff findings and conditions as stated in the staff report; staff will complete final recording steps and the applicant may proceed with the recorded plat process.
