Staff said the town received a grant from the Rhode Island Office of Energy Resources totaling $143,185.93 following a 2024 application after last year’s system failure in the building basement. The town sought bids twice and ultimately obtained quotes; a vendor was recommended at a base price of $240,000 with an additional encumbrance request of up to $25,000 for electrical services, producing an anticipated total project cost of up to $265,000.
A staff presenter said the Build America Buy America federal requirement initially delayed procurement review, but the project fell below the federal-aggregate threshold and most proposed equipment was U.S.-manufactured. Funding for the project will be $143,185.93 from the OER grant and up to $121,814.07 from unallocated capital funds.
After no further discussion, the council voted to award the project and encumber the funds.
