Waterbury Phase 2 reaches 90% design; right-of-way and federal changes create next steps

Judy Mancini, City of Waterbury adviser, said the Waterbury Phase 2 design is nearly complete and that the project team is preparing right‑of‑way procurement steps.
"90% design has been submitted. Constructability reviews will be starting," Mancini said during the steering committee meeting. She added: "We'll be issuing an RFP for right of way appraisers."
Mancini told committee members the city and consultants have reviewed a right‑of‑way ramp submittal and that, as a procedural change, the Connecticut Department of Transportation has stopped assisting with right‑of‑way work on greenway projects; project teams must now directly manage appraisal and acquisition work. Mancini said the team is navigating federal and state contract changes while advancing project design.
During committee Q&A, Mancini put the Waterbury greenway total at roughly seven miles when complete.
