The Senate Committee on Ways and Means on Tuesday considered a broad docket of bills and adopted recommendations on each measure the panel considered in its decision session. Most measures were recommended for passage; the committee frequently adopted technical amendments or effective-date changes.
Key committee actions included passage with amendments for SB 325 and SB 326 (effective-date amendments adopted), SB 430 (amendments to rate-setting language and effective date), and SB 721 (as amended). The committee adopted a Tax Foundation technical amendment to SB 1278 (see separate article) and recommended that SB 1278 pass with that amendment. The committee deferred SB 13 62 and SB 13 63 and asked the administration to review emergency procedures for reallocating funds under the existing budget rather than through emergency appropriations.
Other measures the committee recommended for passage included a large group of bills that were passed unamended or with LRB technical amendments, among them SB 14 64 (passed unamended), SB 14 65 (passed with an effective-date amendment), SB 14 66, SB 14 67 and SB 14 70 (each passed unamended). The committee also passed SB 1044 with amendments to establish a condominium loan program and special fund, SB 440 with amendments (removing special fund references), and a measure requiring investor-owned utilities to support schools affected by planned public-safety power shutoffs (amendments adopted).
Where the record shows a specific committee vote, the committee’s spoken record reports "all members present" and "Recommendation adopted" or similar language indicating the committee approved the recommendation. Several measures adopted committee amendments suggested by subject-matter chairs or outside testifiers; many measures also incorporated LRB technical corrections.
The committee’s decisions will be reflected in the committee report for each measure. Several measures will be reported out of Ways and Means with recommendations to the full Senate; a small number were deferred for further administrative review.
