The Apple Valley City Council voted unanimously Thursday to appoint Jessica Merchant to the Parks and Recreation Advisory Committee for a term expiring March 1, 2026.
City Clerk Christina told the council the vacancy attracted eight applicants and outlined the city’s multi‑round ballot process: councilors mark ballots, the clerk and city attorney tally votes, and candidates must receive “at least 3 votes” to advance to the next round.
Councilors conducted successive rounds of voting during the meeting. The council first reduced the field by eliminating candidates who failed to meet the three‑vote threshold, then adjusted how many names each councilor could mark in subsequent ballots (councilors voted to limit choices to five, then four, then three, then two, and finally to one on the last round). After the fifth round, Christina announced that Jessica Merchant had received a majority of council votes.
A motion to adopt a resolution appointing Merchant was made and seconded on the floor; the motion passed unanimously with all council members present voting in the affirmative.
The council publicly thanked all applicants for applying and noted that applications will remain on file for future openings.
Jessica Merchant will serve on the Parks and Recreation Advisory Committee through March 1, 2026, according to the resolution adopted by the council.
