Ocean Shores Library board approves bylaw updates, schedules strategic plan review and re-elects officers

The Ocean Shores Library Board of Trustees approved a set of bylaw wording changes, agreed to form a small volunteer group to review the library’s 2024 strategic plan and elected officers by unanimous ballot during the meeting.
Under old-business additions to the agenda, the board added an item to update the 2024 strategic plan and the director asked for volunteers to join a small working group; trustees agreed that volunteers would meet with the director and present recommended edits at the April board meeting.
Trustees then proposed several wording changes to the bylaws. The board voted to change the officer-election month referenced in Article 3 from January to February to match the board’s bimonthly schedule; to replace gender-specific pronouns (“he or she”) with the neutral singular “they” in the agenda-preparation paragraph; and to revise the budget language under Article 6 to read that the library director “shall formulate and/or review the budget annually for submission to the city council subject to board approval.” The board also amended a staffing clause to read “employment and management of staff,” clarifying the director’s authority over personnel and operations. The board kept the bylaw document on the agenda for additional review in April.
After the bylaw edits, the trustees opened officer elections. The board used written ballots with a private tally; the chair announced the results as unanimous. The board elected Jeff as president, Becky as vice president and Alan as secretary.
The board also agreed to resume quarterly presentations to the City Council under staff reports; the first presentation was scheduled for March 11 with additional quarterly dates confirmed (May 13, July 8, Sept. 9, and an Oct./Nov. slot to accommodate Veterans Day). Trustees volunteered to rotate presentation duties and to meet in April to prepare the March presentation.
Ending: The bylaw changes and election results were recorded for the minutes; trustees asked the director to circulate updated bylaw text and the strategic-plan review schedule ahead of the April meeting.
