State board approves Wallace Stegner Academy waiver to open satellite campus

The Utah State Board of Education voted unanimously to approve a waiver request from Wallace Stegner Academy that exempts the charter from the administrative rule requiring schools to provide enrollment estimates by Oct. 1.
The board approved the waiver after hearing from Ashley Bridal, assistant attorney general, who said the request concerns the academy’s plan to open a satellite campus sooner than previously expected. Bridal said the waiver relates to Utah administrative rule R277-552 subsection 67 (requirement that schools provide enrollment estimates by Oct. 1). “This request is coming in. Wallace Stegner already had an approved plan to open a new satellite campus up in Davis County,” Bridal said, adding the campus is now anticipated to open for the 2025–26 school year.
Board members discussed notification to local districts. Member Lair asked whether Davis School District and neighboring districts had been notified about the fast-tracked campus and how the addition might affect neighborhood enrollment. Member Hall said she had asked the applicant to contact Davis County and Weber/Ogden superintendents; as she reported, Davis leadership had been contacted but Ogden and Weber had not, and the representatives said they would reach out.
With no further discussion, the board proceeded to a roll-call vote conducted by the chair. The motion to approve the waiver passed unanimously by roll call.
The waiver allows Wallace Stegner Academy to proceed with opening the satellite campus for the 2025–26 school year without meeting the Oct. 1 enrollment-estimate deadline in the cited rule. The board did not attach additional conditions to the waiver other than the information recorded in the application and the standard follow-up the board’s finance staff will perform.
