CPC hears initial reviews of four project applications, schedules applicant presentations

The Community Preservation Committee reviewed the initial eligibility and materials for the remaining projects on its Jan. 13 agenda and set a schedule for applicant presentations to begin Feb. 3.
Heather, the CPC coordinator, summarized four projects the committee had discussed earlier: the Carol Getchell stairway and middle river section (design request $137,900); the Edgewell Memorial Library woodwork restoration (request $30,000); the Academy Building addressable fire-alarm upgrade (revised request $89,000); and a conservation commission package to improve four trail sites with benches, kiosks, bike racks and small boardwalks (combined request $310,627).
Heather said she had received some missing attachments for the Getchell application and that the design request remains under review. For the Edgewell Memorial Library project she noted outstanding items: more documentation on the project's historic-preservation criteria, additional letters of support, and financial statements or an audit. The library application also used a budget prepared by an architect (James Paolini), and staff asked that cost figures be provided on the preparer's letterhead to confirm the estimate.
For the Academy Building alarm upgrade, Heather said the application listed no permits required — an error she will correct — and she asked the applicants to clarify where soft costs (design and permit fees) fit into the budget. The conservation commission project supplied the requested maps showing the precise locations for benches and other amenities.
Committee members debated scheduling for applicant presentations and agreed to spread presentations across three meetings in February rather than cramming many onto one long night. The committee set Feb. 3 for the first round of presentations, with additional presentation dates to follow; Heather will circulate slide guidance to applicants (five slides focused on project specifics rather than organizational background).
Committee members pressed applicants to answer operational and environmental questions in writing where relevant — for example, whether thresholds, accessibility, lead-paint abatement or other environmental-remediation steps are required for the Edgewell woodwork work — and to provide clearer project timelines. Heather said she will request the missing items and issue presentation guidance to applicants.
Ending: Applicants will present to the CPC beginning Feb. 3 under the new presentation guidance. Staff will collect outstanding documentation and invite applicants to limit slide decks to project-specific material. The committee will review answers to outstanding questions in advance where possible and expect fuller documentation at presentations.
