Commission approves conveyance of small parcel and easement to Johnson City Energy Authority

On second reading Feb. 13, the Johnson City Commission approved an ordinance to convey a roughly half‑acre paved driveway parcel and a non‑exclusive right‑of‑way easement adjacent to the West Primary Substation to the Johnson City Energy Authority.
Deputy City Manager Randy Trivette explained the parcel and easement correct an omission from a 2017 conveyance when the intergovernmental power board (reconstituted as an authority) received substation sites. He said the paved driveway used by the authority “was inadvertently left off of that conveyance,” and the authority requested the half‑acre parcel so it would have permanent access to its substation. Trivette also described a steep bank above the driveway that would be subject to a limited easement so the authority can access transmission lines near the railroad.
Trivette recommended approval, the commission opened and closed a public hearing with no speakers, and the ordinance passed on second reading by unanimous vote.
Staff said the easement will remain with the underlying city ownership and will allow the authority access to maintain its transmission infrastructure.
