The Oak Harbor Arts Commission on Tuesday reviewed an updated draft of its arts plan and discussed next steps for adoption, website hosting and how to receive and triage public project proposals.
Framework consultants and staff said they refined language, clarified scoring criteria, added an economic summary and produced two fillable templates: an external application for community applicants and an internal Excel evaluation worksheet for commissioners to rank projects and assemble an annual action plan.
Commissioners discussed the forms and asked staff to make the external worksheet explicit about “what is being requested” — for example, whether the applicant is seeking project approval, funding, or other support. Commissioners asked that the forms capture a proposed budget, partners and the specific ask of the commission.
Staff outlined three options for the commission’s engagement website (currently hosted at oharts.org on Wix): 1) transfer the existing Wix site and domain to the city’s Wix account so the city maintains the content and URL; 2) purchase the domain and rebuild the content on the city website and redirect the domain; or 3) discontinue the Wix subscription after project close and decommission the URL. Staff also described an arts inventory story map built from the city’s GIS that can be transferred to the city’s GIS account for ongoing management.
Commissioners agreed to further review the draft and requested a filled-in cost and timeline estimate for the next meeting; they asked staff to consult with the city communications director about a proposed rollout and outreach plan. The commission set next steps: another commission review at the next meeting, a potential council workshop presentation to answer questions, and then a council meeting for adoption if the commission and council have no further edits.
Commissioners cautioned that the commission had previously agreed to hold requests until the plan is adopted, but they offered informal guidance to early applicants (such as the Bruiser proposal) so applicants can prepare complete submissions once the form is finalized.
