Council rezones two Avon Avenue parcels to allow townhouse development

The Avon Town Council approved Ordinance 2025-05 to rezone just under an acre at 116 and 128 South Avon Avenue from C-2 commercial to R-5 residential to permit townhouse development.
Senior Planner Paul Lambie presented the rezoning request, noting the plan commission recommended approval 5-0 subject to conditions including right-of-way dedication along Avon Avenue and assessment of recreation impact fees at permitting. The conceptual plan submitted with the rezoning showed two townhouse buildings totaling about 10 additional dwelling units; staff noted the site’s small size makes many commercial uses impractical and that attached housing can provide a transition between commercial north of U.S. 36 and single-family residential to the south.
Lambie said the proposal would increase housing diversity and density in a location adjacent to prior rezoned property; plan commission previously approved phase I of a connected project that would develop 7 units. He told council the proposal is consistent with the comprehensive plan goals to expand housing diversity and provide increased density where appropriate even though the parcel is not inside a specific future land use cluster.
Council members asked about traffic and school impacts; staff said 10 units would not meet the threshold for a traffic study and expected minimal impact on schools at that scale. The ordinance passed on final reading by roll call; one council member recused from an earlier item and returned for this vote.
Conditions included dedication of right-of-way and assessment of recreation impact fees at permitting; staff also said the developer’s conceptual plan shows roughly 12–13 dwelling units per acre on the site.
