Willows council votes to join Pioneer Community Energy; ordinance reading advanced

The City of Willows City Council voted 5‑0 on Feb. 11 to approve a resolution seeking membership in Pioneer Community Energy and to introduce the first reading of an ordinance authorizing implementation of a community choice aggregation (CCA) program under Public Utilities Code section 366.2.
City Manager Brown described prior briefings and an energy assessment presented by Pioneer Energy, saying the estimated savings to residential customers would be about $200 per year. “The estimated savings was approximately $200 per year per residential household,” Brown said. The council heard that Pioneer previously presented to the council in December and returned in January with an assessment. Council members were reminded the city would have an opportunity to opt out later in the process if it chose.
Lisa Dilabi of Pioneer Community Energy attended to answer questions from the council. Staff told the council the Pioneer participation process will next go to the California Public Utilities Commission in the May–June timeframe. Councilors discussed the city’s ongoing solar projects for the civic center, fire station and wastewater treatment plant, and staff said those projects would proceed independently of Pioneer membership; staff had not performed a citywide savings analysis.
Councilors approved a resolution to request membership in Pioneer Community Energy and to approve the amended and restated joint exercise of powers agreement as amended through Amendment No. 5. The council then voted 5‑0 to introduce the first reading of the ordinance authorizing implementation of the CCA program.
