Council briefed on reprogramming HOPWA funds and transfer of tenant-based rental assistance administration to Jersey City Housing Authority

City community development staff told the council on Tuesday that the administration will reprogram remaining federal HOPWA (Housing Opportunities for Persons With AIDS) funds previously awarded to the Hudson County Resource Center (HRC) and transfer administration of tenant-based rental assistance to the Jersey City Housing Authority (JCHA).
Brian Rans, Division of Community Development, said the city previously awarded $980,000 to the Hudson County Resource Center under Resolution 24,298 (April 24, 2024) to administer tenant-based rental assistance. Following monitoring issues during the last year, the city partially terminated HRC’s award on Oct. 17, 2024 and reallocated $149,000 to another nonprofit (Let's Celebrate) to meet immediate cash needs. Rans said the city now seeks to terminate the remaining balance — roughly $547,042 — and reprogram those funds to the Jersey City Housing Authority, which staff trained and into which beneficiary records were transferred so rent payments could resume effective February.
Rans said division staff had provided training and technical assistance to JCHA and inserted beneficiaries into JCHA’s systems; payments will begin once funds are released. The action was described as an administrative reprogramming and contract amendment under the HOPWA program; the council was briefed and the item will return as a formal resolution for council action.
Council members did not vote on the item at caucus. The administration said it would complete the necessary amendments and present a formal resolution to the council.
