Tippecanoe MPO approves minutes, hears UPWP, certification review and NDOT letting updates

The Tippecanoe County Metropolitan Planning Organization Policy Board approved the minutes from its previous meeting and received routine administrative updates Thursday including an upcoming MPO certification review, a status update on the Unified Planning Work Program (UPWP), and the Indiana Department of Transportation 18-month letting list.
The board voted unanimously to approve the prior meeting minutes after a motion and second; David Byers, Gary Schroeder, Steve Snyder, Kathy Parker, Julie Gann and Scott Chandler recorded aye votes and the minutes were approved. Steve Snyder later moved to adjourn and the motion passed by roll call.
Tim (staff member) briefed the board about the MPO certification review that occurs every four years. He said the review is scheduled for “Friday, the 20 first,” will start at 9 a.m. in the usual meeting room, and that the session is open to anyone who wishes to attend. Tim described the process as an audit of whether the MPO is following required federal planning processes and called it a technical, “in the weeds” meeting; he said staff expects a positive outcome.
Tim also updated the board on the UPWP process. He said the UPWP is updated in alternating years to document how staff PL planning funds are allocated and that the MPO submitted a required cost-allocation plan on file in January and received approval. Staff plans to submit a draft UPWP update later in the month to state and federal reviewers and will return to the policy board for adoption after partner comments are addressed.
Scott Chandler (Indiana Department of Transportation) and Doug (staff member) presented the INDOT 18-month letting list and recent bid results. The board was told two January bids for traffic-signal visibility improvements and raised pavement markings in Tippecanoe County were awarded to contractors (one project awarded to Hawk Enterprise). Staff noted several upcoming lettings, including a bridge deck/overlay and a State Road 225 bridge project over the Wabash River that had been moved up in the schedule to an April letting, and the first phase of a Ninth Street reconstruction appearing on the horizon in upcoming months.
There were no citizen comments recorded during the allotted public comment period. The board adjourned after concluding the agenda.
