Summary
On Feb. 13 the Coconut Creek City Commission approved minutes, a grant application for Oak Trails Park trails, a contract for Cypress Pavilion renovation, a rezoning for Oak Trails Park expansion, adoption of a city impact-fee ordinance, and a resolution initiating conflict resolution over Monarch Hills Landfill.
At its Feb. 13 meeting the Coconut Creek City Commission recorded the following formal actions by roll call vote.
• Consent item 5 — Approval of minutes from prior commission meetings: Approved (roll call: Riedell, Wasserman, Brody, Vice Mayor Railey, Mayor Welch — all yes).
• Consent item 6 — Resolution 2025-25: Authorize city manager or designee to prepare and submit a grant application to the Florida Department of Environmental Protection for the 2025 Recreational Trails Program (Oak Trails Park Veil System Expansion Project) and authorize the city manager or designee to enter agreements required to receive funding: Approved (roll call unanimous).
• Item 7 — Resolution 2025-26: Authorize city manager or designee to execute an agreement with FSV Construction Company to renovate the Cypress Pavilion at Sable Pines Park (see separate article for detail): Approved (roll call unanimous).
• Item 8 — Ordinance 2025-003 (final reading): Rezoning of properties described in the ordinance from A-1 (agricultural) to P (parks and recreation) to support Oak Trails Park expansion: Adopted (roll call unanimous). Ordinance effective 90 days after adoption per statute.
• Item 9 — Ordinance (second reading) adopting the City of Coconut Creek Impact Fee Study dated 01/15/2025 prepared by Banesha; amendments to the Land Development Code to adopt new impact fees for fire rescue, law enforcement and parks and recreation facilities, and to delete certain dedication requirements: Adopted on second reading (roll call unanimous). Staff noted a 90-day implementation window to train staff and prepare for the ordinance’s effective date.
• Item 10 — Resolution 2025-28: Authorize initiation of conflict resolution procedures under Chapter 164, Florida Statutes, related to Monarch Hills Landfill expansion and height increase; city will provide certified notice to Broward County within five days: Approved (roll call unanimous). Outside counsel Ralph DeMeo (Gilday Law) will assist; hourly rate noted at $325.
All approved items passed by roll call; Commissioners Riedell, Wasserman, Brody, Vice Mayor Railey and Mayor Welch recorded yes votes on the listed items. Commissioner Bridal was noted as absent at one point during the meeting.
