Board approves CMUA conference attendance amid board budget questions

The Sweetwater Authority board approved directors' attendance and associated per diem for the California Municipal Utilities Association annual conference in April, voting in favor Feb. 12 by a 5‑2 margin.
The motion passed with Directors Castaneda, Delgado, Martinez Perez, Morrison and Yamani voting in favor, and Directors Cox and Martinez opposing. Several directors sought more information about year‑to‑date director travel spending and whether the authority is exceeding its budgeted amounts for travel. Director Cox and others asked for a clearer budget implementation briefing and suggested the matter be reviewed during the upcoming policy review cycle.
Staff said the authority’s Board Policy 5.11 currently authorizes attendance at preapproved events and that some contingency exists in the budget to accommodate director travel. Staff and several directors agreed to bring a more detailed budget and policy discussion to the Finance and Administration Committee and then to the full board during the March policy review cycle.
Board members who supported attendance said membership in CMUA provides legislative representation and resources relevant to the authority’s work; opponents urged fiscal restraint and better tracking of travel spending.
The board’s approval authorizes staff to process per diem and travel arrangements under existing policy and budget practices; the board asked staff to return with a clearer accounting of year‑to‑date director travel expenses and any recommended budget adjustments.
